Australia is working in partnership with Fiji, Tuvalu and other Pacific partners to deliver COP31 Pre-COP and Leaders event in October this year.

The Pre-COP is a critical step in the annual UNFCCC process, helping nations set priorities, identify landing zones and sharpen negotiation pathways ahead of COP31 in Antalya, Türkiye. The Pre-COP in Fiji and the Leaders event in Tuvalu are key elements of the Australia-Türkiye COP31 Partnership Agreement.

The Fijian and Australian Governments are committed to providing a platform for engagement on key Pacific priorities at Pre-COP, to be held in Fiji from 5-8 October 2026. Hosting Pre-COP in the Pacific provides a powerful platform to amplify Pacific voices, leadership and solutions to the climate crisis, elevate Pacific partnership priorities, and ensure the region helps shape and inform global climate negotiations.

We are pleased to announce a Pre-COP Stakeholder Program will be held alongside the formal Pre-COP program.

The Pre-COP Stakeholder Program will run from 5 - 8 October in Fiji, hosting a mix of event formats including plenaries, panels, roundtables, workshops, networking opportunities and key notes. 

This year’s Pre-COP will prioritise four policy pillars that guide the COP31 Pacific Partnership:

• keeping 1.5C within reach
• enhancing access to climate finance
• elevating the ocean-climate nexus, and
• amplifying Pacific voices and leadership.

The Program will include participation from civil society, industry, UN Agencies, Government agencies, Academic and Research organisations, as well as First Nations, Youth and community organisations.

The Government of Australia and the Government of Fiji encourage proposals for events and activities that demonstrate the challenges of, and solutions for, climate change across the Pacific.

Each event proposal will require its own form submission. Organisations are encouraged to collaborate with other stakeholders on joint applications, noting space in the program is limited, and to coordinate their proposals through one contact person. Before you submit a proposal, it is important to note the following information:

• The final duration and timing of each event will be confirmed with successful applicants, with events generally programmed to a 45-minute timeslot.

• Events may be subject to last minute changes and cancellation due to Pre-COP requirements outside of our control. The Fiji and Australian Governments hold no responsibility should this occur.

• Note that financial support for travel and accommodation will not be provided as part of this opportunity.

Submissions close on Friday 14 August 2026. We anticipate that application outcomes will be confirmed towards the end of August.

This process is for registering to present an event as part of the Pre-COP Stakeholder Program. Registration for accreditation as a participant or audience member for the stakeholder program will be undertaken through a separate process. Information about this process will be made available on the COP31 Engagement Hub.
